Sourcing Wet Wipes from China: How to Vet Suppliers, Approve Samples and Inspect Orders

By LX Wipe Sourcing Team · Published · 9 min read

Short answer

To source wet wipes from China safely: decide whether you are buying direct from a factory or through a trading or sourcing company, and make the supplier say which it is. Vet the producing factory (certificate holder, production lines, clean workshop, microbiology control). Approve and seal a reference sample, then check production with pre-shipment inspection using AQL sampling. Agree the Incoterm (FOB, CIF or DDP) so that cost and risk are clear.

Factory, trading company or sourcing partner: which should you buy from?

Supplier typeStrengthsWatch-outs
Factory (direct)Direct technical contact; no middle marginUsually specialised in certain formats; may have higher MOQs; export service and English support vary
Trading companyRange across categories; export handlingMay not disclose the producing factory; certificates shown may belong to someone else
Sourcing partner / OEM supplierMatches each product to a specialised factory; manages specification, QC and shipping as one contactYou depend on its vetting and transparency; ask how factories are selected and checked

None of these is automatically better. What matters is transparency. LX Wipe is a sourcing partner and does not own a factory. We match each project with a vetted partner factory that specialises in the category and pack format, and we say so on every page. See how we vet partner factories.

How do you vet a wet wipes factory in China?

Whoever you buy from, the factory that actually produces your wipes is what matters. Check:

  • Legal entity and scope. The business licence covers manufacturing of the product type, and the name matches the certificates and the contract.
  • Certificates and who holds them. Certificates such as ISO 9001, ISO 22716 (cosmetics GMP) or social audits belong to a specific legal entity and site. Check the holder name, address, scope and expiry, and verify them with the issuing certification body or a database such as IAF CertSearch.
  • Production lines. Lines that match your format, for example lid flow-packs, canisters or single sachets, and the realistic capacity for your volume.
  • Clean production area. Enclosed liquid preparation and converting areas, with hygiene controls, and water treatment for the liquid.
  • Microbiology control. Testing of water, liquid and finished goods, a preservative system validated for the product, and retained samples per batch.
  • Raw material control. Approved substrate and ingredient suppliers, incoming inspection, and traceability by batch.
  • Market experience. Previous exports to your market, and documents such as formula disclosures, safety data and test reports.

ISO 22716 gives guidelines for the production, control, storage and shipment of cosmetic products (ISO). For cosmetic wipes it is the most relevant reference for factory practices. An on-site or video audit, or a third-party factory audit, is worth the cost before a first order.

How should you compare and approve samples?

  1. Benchmark. Send or name the product you want to match or beat.
  2. Compare blind on softness, thickness, wetness, scent, lint, strength, and how the pack opens and reseals.
  3. Measure sheet size, count, GSM and pack weight, so the specification is written in numbers.
  4. Seal the approved sample. Keep a signed, dated set on each side as the reference for production and for later reorders.
  5. Pre-production sample in printed packaging before mass production.

With LX Wipe, samples are free and usually take 7–10 days, and shipping terms are confirmed with your quote. See what wet wipes are made of for the specification vocabulary.

How does AQL inspection work for wet wipes?

Pre-shipment inspection checks a random sample of finished goods rather than every pack. The usual sampling method is ISO 2859-1, which sets sample sizes and accept/reject numbers by lot size and an Acceptance Quality Limit (AQL), the maximum average defect percentage considered acceptable. The current edition is ISO 2859-1:2026, which replaced the 1999 edition (ISO). Buyers usually set stricter AQLs for critical and major defects than for minor ones. Agree the levels in the purchase contract.

CheckExamples for wet wipes
Quantity and packingCarton count, packs per carton, shipping marks
PackPrint matches the approved artwork, barcode scans, seal integrity, lid or sticker function, no leaks
ProductSheet count, size, wetness, odour, foreign matter, lint, versus the sealed sample
LabellingBatch code and expiry date printed and legible
DocumentsBatch test results (e.g. microbiology) for the shipped lots, where agreed

Inspection can also happen during production. Checking the first output is the cheapest way to catch a print or count error. LX Wipe checks production against the approved sample and can arrange third-party inspection on request.

FOB, CIF or DDP: which Incoterm should you use?

Incoterm 2020Seller’s responsibilityRisk passes to buyerSuits
FOB (named port of shipment)Export clearance and loading on the buyer’s vesselOnce goods are on board in ChinaBuyers with their own forwarder
CIF (named destination port)Also pays sea freight and minimum insurance to the destination portStill on board in ChinaBuyers who want a port-to-port price
DDP (named place)Everything to the named place, including import clearance and dutiesAt the named placeBuyers without import experience; check that the seller can legally act as importer

The ICC notes that FOB and CIF are intended for sea transport, and that FCA is often more appropriate for containers handed over at a terminal (ICC). Whatever the Incoterm, regulatory duties such as cosmetic notifications stay with the responsible company in your market (see regulations by market).

What are the red flags when sourcing wet wipes?

  • Certificates in a different company name, or an expired certificate, with no explanation.
  • “FDA approved” or “FDA certificate” for cosmetic wipes. FDA does not approve or certify cosmetic wipes.
  • Prices far below the market with no specification behind them (lower GSM, fewer sheets or a smaller sheet size).
  • Reluctance to seal a sample or to agree an inspection.
  • Plastic-free or flushable claims without documents (flushable guide).

Frequently asked questions

Is LX Wipe a factory?

No. LX Wipe is a sourcing partner and OEM/private label supplier. Production is carried out by vetted partner factories in China; we manage specification, sampling, production follow-up, inspection and shipping.

How do I verify a Chinese factory’s certificates?

Check that the holder name, address and scope match the producing factory and that the certificate is valid, then verify it with the issuing certification body or a database such as IAF CertSearch.

What AQL should I use for wet wipes?

AQL sampling follows ISO 2859-1 (current edition 2026). Buyers typically set stricter levels for critical and major defects than for minor ones, and agree them in the contract.

Should I buy FOB or DDP?

FOB suits buyers with their own forwarder; DDP suits buyers who want delivery including import clearance and duties, but the seller must be able to act legally as importer. CIF gives a port-to-port price.
