A wet wipes order brings together several materials, and each one has its own minimum. The factory buys or converts nonwoven substrate in master rolls, mixes the liquid in batches, and — most important for MOQ — orders printed packaging film made for your artwork. Each production run also needs line set-up time: changing sheet size and folding, loading film, cleaning between formulas.
The MOQ is the point where those fixed costs are spread over enough packs to make sense. That is why the biggest lever on MOQ is usually the packaging, not the wipe itself.
